一名参与起草文件的专家对媒体称，该文件的要求非常“严格”，对每吨废水中的污染物含量作了限定。根据新标准，在水污染物特别排放限值中，每升污水中氨氮含量不得超过15m g。而放射性元素和含磷排放物的限值也将减少。相比此前公布的《稀土工业污染物排放标准(征求意见稿)》，即将公布的稀土环保新规更加严格。《征求意见稿》中要求现有企业氨氮排放量不得高于50m g/L，水环境容量较小的特殊地区氨氮排放量则不得高于15m g/L；而即将公布的新规，这两项指标有可能进一步收窄，最终确定的现有企业氨氮排放量将不得高于15m g/L，水环境容量较小的特殊地区(如太湖区域)，氨氮排放量则不得高于5m g/L。此外，该标准对稀土企业的能耗总量也做出了细致规定。

Compared to the previously issued Emission Standards for Pollutants from Rare Earth Industry(consultation draft), the upcoming decree on standards for the environment protection in rare earth industry will be more stringent. In accordance with the consultation draft, the emission quantity of ammonia and nitrogen of the existing enterprises shall not exceed 50m g/L and for special areas with relatively small water environmental capacity, the quantity shall not surpass 15m g/L. However, in the upcoming new standards, it is likely to make these two indicators more stringent. Finally the emission quantity of ammonia and nitrogen of the existing enterprises shall not exceed 15m g/L and for special areas with relatively small water environmental capacity, the quantity shall surpass 5m g/L. In addition, this Standards also made a detailed prescription of the total energy consumption of rare earth enterprises in detail.
厦门大学中国能源经济研究中心主任林伯强接受南都记者采访表示，即将出台的针对稀土开采的新标准比老标准有较大幅度提高，但跟国际上其它国家对稀土等资源开采的限制标准相比，预计至多只是接轨。
While interviewed by the reporter of Southern Metropolis Daily, Lin Boqiang, Director of the China Centre of Energy Economics Research, said that compared to the old standards, substantial improvement has been made in the upcoming new Standards regarding the exploitation of rare earth. However, compared to the restriction standards for the exploitation of resources in other countries, it was predicted that the new Standards at most would just meet with international standards.
行业人士称，依照目前正在审核的草案内容，全国90%的冶炼分离企业都达不到环保标准。按照环保部的要求，稀土冶炼分离企业需在标准公布后 2-3年内完成环保设施的增设、改造。行业人士预计，目前稀土全行业为达到这一环保新规所需新增的环保设施投入总量预计超过10亿元。林伯强认为，新规将淘汰一批落后产能，预计其中一些不达标或资金实力不强的小民企可能会被淘汰掉。而行业重整后，由于成本提高，我国稀土出口价格势必大幅提高。
Industry figures said that in accordance with the consultation draft which was being reviewed, 90% of the smelting and separation enterprises in China failed to meet with the environmental protection standards. In line with the requirement of the Ministry of Environmental Protection, they shall complete the new installation and innovation of the environmental protection facilities 2-3 years within the issue of this Standards. Industry figures predicted that the investment in the new installation of the environmental facilities made by rare earth industry would exceed 1 billion yuan. Lin Boqiang thought the new Standards would eliminate some outdated production capacity and it was predicted that some of the private enterprises that failed to meet with the Standards or whose financial strength was not strong will be washed out. After industry integration, the export prices of China’s rare earth would increase greatly due to the rise of its cost.
