新语丝北京翻译公司田老师说，财产保险翻译是指投保人在根据合同约定的同时，对财产保险合同进行的翻译。财产保险翻译包括农业保险翻译、责任保险翻译、保证保险翻译、信用保险翻译等各种保险翻译。
财产保险翻译与其信贷翻译、股份质押合同翻译一样，都具有法律效力。
新语丝北京翻译公司田老师指出，财产保险翻译有广义与狭义之分，广义财产保险翻译是财产及有关利益的损害赔偿的保险翻译；狭义财产保险翻译是物质财产为保险翻译的标准，一般是财产损失方面的保险翻译。
第一条为了改善和加强对财产保险公司保险条款和保险费率的监督管理，保护投保人、被保险人和受益人的合法权益，维护保险市场竞争秩序，鼓励财产保险公司创新，根据《中华人民共和国保险法》 ，制定本办法。
第二条本办法所称保险公司，是指经中国保险监督管理委员会（以下简称中国保监会）批准设立，并依法登记注册的财产保险公司。
本办法所称保险机构，是指财产保险公司及其分支机构。
第三条中国保监会依法对保险机构的保险条款和保险费率实施监督管理。中国保监会派出机构（以下简称派出机构）在中国保监会授权范围内行使职权。
第四条保险公司应当依据法律、行政法规和中国保监会的有关规定制订保险条款和保险费率，并对保险条款和保险费率承担相应的责任。
保险公司应当依据本办法的规定，由其总公司向中国保监会申报保险条款和保险费率审批或者备案。
第五条关系社会公众利益的保险险种、依法实行强制保险的险种的保险条款和保险费率，保险公司应当依照本办法的规定报中国保监会审批。其他保险险种的保险条款和保险费率，保险公司应当依照本办法的规定报中国保监会备案。
第六条中国保监会履行保险条款和保险费率监督管理职责，遵循保护社会公众利益和防止不正当竞争原则，遵循与偿付能力监管、公司治理结构监管、市场行为监管协调配合原则。
Article 1 In accordance with Insurance Law of the People’s Republic of China, these Measures are hereby formulated with a view to improving and strengthening the regulation of insurance clauses and insurance rates of property insurance companies, safeguarding the legal interests of policy holders, insurants and beneficiaries, maintaining the competitive order of insurance market and encouraging the innovation by property insurance companies.
Article 2 For the purpose of these Measures, an insurance company shall refer to property insurance companies which are incorporated with the approval of China Insurance Regulatory Commission (hereinafter referred to as “CIRC”) and registered in accordance with relevant laws.
For the purpose of these Measures, an insurance institution refers to a property insurance company and its branches.
Article 3 CIRC shall conduct the regulation over the insurance clauses and insurance rates of insurance institutions. The local branches of CIRC (hereinafter referred to as the “local branches”) shall exercise their powers within the authorization of CIRC.
Article 4 An insurance company shall work out its insurance clauses and insurance rates in accordance with relevant laws, administrative regulations and the rules set by CIRC, and take its responsibility accordingly.
An insurance company shall, in accordance with these Measures, have its headquarters to report to CIRC the insurance clauses and insurance rates for examination and approval or filing.
Article 5 For the insurance clauses and insurance rates of insurance types which concern social and public interests, or which are compulsory in accordance with laws, an insurance company concerned shall report them to CIRC for examination and approval in accordance with these Measures. For the insurance clauses and insurance rates of insurance types other than those above mentioned, an insurance company involved shall report them to CIRC for filing in accordance with these Measures.
Article 6 CIRC shall perform its duties of regulating insurance clauses and insurance rates, stick to the principle of protecting social and public interests and preventing unfair competition, and follow the principle of coordinating with the regulation of solvency, corporate governing structure and market conducts.
